Community Development

On this site, community development is defined as follows:

'Community development centres on giving ordinary people control of their lives. This requires intervention in processes and structures to facilitate access to and control of resources and to develop ways of thinking and of doing things that can enhance the lives of powerless and disadvantaged people.'

Susan Kenny, Developing Communities for the Future. Community Development in Australia

Kenny suggests that community development and action is based on a set of common commitments;

  • Powerless people and social justice.
  • Citizenship and human rights.
  • Empowerment and self-determination.
  • Collective action.
  • Diversity.
  • Change and involvement in conflict.
  • Liberation, open societies and participatory democracy.
  • Accessibility of human services programs.

This page provides access to information and resources to develop community development practice with homeless people and communities of services in the context of thse commitments.
